Information and features
It's an Add-On vehicle and uses ID 796 by default.
The mod is based on Emperor and may replace it.
Features:

Add vehgenbrakehub.png texture in vehicle.txd from Bonus folder if ImVehFt is not installed.

Brighter reflection textures can be added in vehicle.txd from Bonus folder.

Installing the mod by replacing a vehicle
When I release an Add-On car I always write a suitable possible replacement for those who don't want to add new cars or use Limit Adjusters or for SAMP players.
The settings inside the TXT file are prepared for Add-On vehicle. You can replace the default SA settings with these (or install these settings with ModLoader) but you will need to edit them first.
Open the settings.txt file. You will need to change ID, model name, texture name, Handling.CFG identifier and text entry to these used by one of default SA cars.
Example - changing Raiden settings to replace Elegant.
Vehicles.ide settings. The default vehicles.ide can be found in ...GTA San Andreas\data folder. Open the file with Notepad and find the line of vehicle you're going to replace.
The bold italic part of the line has to stay the same as in default game while the rest can be used from the TXT file:
507, elegant, elegant, car, ELEGANT, ELEGANT, null, normal, 10, 0, 0, -1, 0.7, 0.7, 0
507 here is ID, then it's followed by DFF and TXD names of the vehicle (elegant and elegant). It means we should rename the DFF and TXD files of our car to elegant.dff and elegant.txd. Then it's followed by type of a vehicle (car in this case), Handling.cfg identifier (ELEGANT) and text entry (ELEGANT; the text entry is limited to 7 symbols).
Raiden line:

Handling.cfg settings. You just need to change the Add-On's Handling.cfg identifier to one from vehicles.ide or from handling.cfg.

Carmods.dat and Carcols.dat settings use vehicle model identifier. Change it in the TXT file (raiden to elegant in this example). Also you will need to remove the default line from car section of carcols.dat and add your line to car4 section (not required if you install the Settings.txt with ModLoader).
Vehicle Audio Loader settings are optional and are edited similarly.
Installing the mod as Add-On
You will need:
- GTA_SA.exe version 1.0.
- CLEO library for GTA SA (includes ASI Loader).
- Free ID List Generator by Fastman92.
- Fastman92 Limit Adjuster.
- ModLoader (optional but recommended for easier installation).
Install all these mods if you don't have them.
Then you will need to generate a list of Free IDs with Free ID List Generator by Fastman92. Start a new game and type free on your keyboard. Then you should see a message on your screen and Free_IDs.txt file will appear in your GTA San Andreas folder. The file contains all unused IDs.
Then open fastman92limitAdjuster_GTASA.ini. All settings are disabled by default (# symbol at the beginning of the lines). Remove the # symbol to enable a limit.
Okay, now you will need to find (CTRL+F) the next line:
#Vehicle Models = 212
Remove the # symbol to enable the parameter. Then adjust the value (if you're going to add 1 car then you should 212+1=213, 5 cars - add 5 to the value etc).
Then find this line:
#Count of killable model IDs = 800
This value sets the maximum possible ID for vehicles and peds. If the value is 800 then you can use only IDs 0-799 for vehicles and peds.
If you set it to 1000 - IDs 0-999 etc.
Enable the parameter and adjust the value if necessary.
Then find this line:
#Apply handling.cfg patch = 0
You will need to enable the parameter and set the value to 1. It has to be done once.
Without this patch adding handling.cfg lines for new cars will cause bugs in game.
Then this line:
#Number of standard lines = 210
Again, remove the # symbol to enable the parameter. This value defines the amount of standard handling.cfg lines.
If you add one new line in handling.cfg then increase the value by one, 2 lines - by 2 etc.
If you are going to add bikes/flying vehicles/boats then you will need to increase the Number of Standard lines and Number of bikes/flying/boat lines at the same time.
Then find this line, enable it and set the value to 1:
#Make paintjobs work for any ID = 0
And the last line:
#Enable vehicle audio loader = 0
Enable it and set the value to 1.
Then install the DFF and TXD files of your car by adding them in GTA3.img or using ModLoader.
Settings
The settings can be found inside settings.txt
Vehicles.ide, Handling.cfg, Carcols.dat, Carmods.dat settings can be installed by copying the TXT file to your mod's folder inside modloader directory.
The ID of a vehicle can be found at the beginning of Vehicles.ide line. Make sure the ID is not used by your game (check Free_IDs.txt).
Other settings can only be installed by editing the game files.
Cargrp.dat. If you have ModLoader you should copy the file to a folder inside ModLoader directory (e.g. ...modloader\Data Files\).
This file contains lines with vehicle names (their dff or model names) separated by commas.
At the end of each line you can find a comment (starts with #) with the name of the line.
Example:
buffalo, stretch, taxi, cabbie, coach, flash, sultan, club # POPCYCLE_GROUP_CLUBBERS
Let's say we want to make Ballas drive Landstalkers besides the default cars.
Default line:
majestic, tahoma # Gang 1 (BALLAS - BLACK)
The model name of Landstalker is landstal. That's how the line will look after adding the car:
majestic, tahoma, landstal # Gang 1 (BALLAS - BLACK)
There are also two cargrp related limits in Fastman92 Limit Adjuster (23 cars per line by default) you should adjust:
#VehicleStructs = 50
And:
#Cargrp cars per group = 23
Why 2? Because the Cargrp limit can't exceed the VehicleStructs limit. Currently, the maximum possible value for the cargrp limit is 63.
gtasa_vehicleAudioSettings.cfg settings can be installed by simply adding your line.
Example - adding Raiden's line:

The only thing left is an in-game name for your vehicle. Such can be defined in FXT files. These files should be placed in ...GTA San Andreas\CLEO\CLEO_TEXT\ folder. FXT files can be opened with Notepad.
